HR Consultant in Staffing Center

Who are we?

The HR department belongs to the office of the municipal director and has the overarching task of implementing the municipality's personnel policy. By guiding, supporting, and directing within the HR area, we aim to create good conditions for managers and employees. We work closely with the operations to ensure that Norrköping Municipality is an attractive employer for current and future employees.

The HR department is organized into four units: the Competence Supply Unit, the Payroll Unit, the Negotiation Unit, and the HR Unit. The Competence Supply Unit consists of a team of HR administrators, HR consultants, and HR specialists who work together to ensure quality and create uniformity in matters related to competence supply, staffing, and recruitment.

The Staffing Center belongs to the Competence Supply Unit and is tasked with quickly adapting the organization to new conditions while utilizing each employee's competence. We have the municipal joint responsibility for issues concerning LAS, such as vacancy assessments, conversions, preferential rights, and redundancy.

The Staffing Center consists of 4 engaged colleagues who work closely together. We independently drive the work based on our assignment and collaborate closely with other functions in the HR department, particularly colleagues in the Negotiation Unit, union representatives, and our managers in the organization.

You can find us in bright, open, and pleasant premises at Drottninggatan 26. In 2026, we look forward to moving to the newly renovated Town Hall.

Your Responsibilities

In the role of HR Consultant, you will help drive the Staffing Center's work forward based on labor law and municipal joint routines. You operate at both operational and tactical levels. You will work administratively in various systems and collect data and statistics in the area, which forms the basis for both the HR department's work and the offices' proactive efforts.

Other responsibilities include monitoring preferential rights, conversions, and the municipal joint redundancy process. Additionally, you will conduct competence mapping conversations, as well as sensitive discussions such as termination meetings due to redundancy where you represent the employer.

You will work to create clarity for managers and employees in the organization regarding our staffing process through equitable assessment and handling of cases. You will inform and educate the offices on labor law processes, such as redundancy and reassignment investigations. You will listen to the needs within the operations and engage in dialogue with the unions. In this role, you will closely collaborate with the managers in our organization and provide support, guidance, and service in the processes you drive.

As an HR Consultant in the Staffing Center, you will be offered a varied assignment where you, together with your colleagues, play an important role in upcoming development initiatives, such as those related to system support and title work.

Who are you?

You have a university degree with a focus on HR, behavioral science, or another university education that the employer deems equivalent. You have several years of experience working in HR and have supported managers at both tactical and operational levels.

You have experience working with labor law issues, or you have acquired knowledge through training. We consider it an advantage if you have worked in a larger organization, preferably municipal. It is also positive if you have experience with union matters.

You have good administrative skills and experience working in various systems as well as Excel.

As a person, you are service-oriented and actively work to maintain a good dialogue with the managers you support. You express yourself clearly and credibly and adapt your communication to the person you are meeting to ensure understanding.

You identify needs and work solution-focused to meet requests while guiding based on laws and established routines from a professional standpoint.

You are confident in your profession and work independently based on your assignment, taking on tasks and making decisions based on your role and mandate. At the same time, you are collaborative and see the importance of exchanging information and knowledge with your colleagues.

You are structured and can organize and prioritize among tasks and larger amounts of information. You are receptive to changes and can easily adapt to new situations and working methods.

The role requires that you have good knowledge of the Swedish language, both spoken and written.
